Opting for higher education is a good decision but then which course you are keen to pursue shall entirely depend on your area of interest and career aspirations. Without knowing these details, providing any information would be quite irrelevant.
However, if you are keen to make a career in the IT field and want to continue with the engineering and technology stream then definitely going for M.tech in IT is a great option.
MBA is another career domain which is different from the M.tech course. MBA is an option to be opted if your interest lies in pursuing career in the management domain.

Well if you are planning to pursue Bachelors from Germany, I would say that it is not a good idea as for Bachelors program, you have to go for a 1 -1.5 year bridging course or you have to give an entrance exam conducted by the German university or you have to complete 1 year Bachelors in India.
So, as a friend, I would advice you to complete your bachelors in India and then pursue your masters from Germany.

I really do not see a problem in getting transfer but then it would be better that you should contact your school for the procedure and also inquire about the eligibility details from the school/ board where you want the transfer to take place.

The best possible course for your would be a masters in electronics engineering as you have earned an undergrad degree in the same field. If you want to opt for another field, you can apply for mechanical, aeronautical engineering or industrial engineering. It totally depends on what you want to pursue and what you want to become in life. Have you asked yourself what subject your interested in? Are you good with machines?
