Who, the universities? Admissions are based on academic scores plus test scores. Additional requirements like extracurricular activities, SOP, LOR, etc. are also there.

Best option differs from person to person. It's an opportunity for you to introspect and review your strengths and weaknesses. If you feel like it, take a break of 1-year, prepare once again and give JEE Mains next year. Else select management quota of private engineering colleges option or change your stream.

Please specify what you mean by 'all'? Do you mean from Nursery onward? Certainly not. They are more interested in your academic performance from high school onward. However, this will completely depend on the university's very confidential selection process. For your MS degree your Bachelor degree performance will be given more importance.
