Good academic record, preferably 50% plus in graduation.

Your brother seems to be an average students with 60% in HSC. Even in maths he has scored only 58%. So, he is weak in nos.
But still if has a passion for engineering course. You can go ahead. We have a lot of engineering colleges in india which will admit him. Donation may not be required in tier-II/ tier-III colleges.
Preparation for Top T-Schools will not be suitable for him according to his learning capacity.
Branch of study in engineering can be chooses as per his desire for career as everything would demand logical, analytical & numerical skills.
