GPA calculation is little complicated and there is no way to convert percentage into GPA as every university has their own method. You simply write 68/100, university will calculate your GPA. Just to educate, I will give you how GPA in USA is calculated:-
Grades will be assigned to student for each course ( A = 4.0; B = 3.0; C = 2.0 ; D = 1.0; F = 0; )
And each course has Credit Hours. Usually Graduate level courses will have 3 Credit Hours per course.
Lets' say at end of the semester, professor assigns grade of B to Course Database, Grade A to Course Networks and Grade A to course Software Testing. GPA is calculated as follows:-

Your question has actually confused me a little! If you are already pursuing your graduation then why do you need to take admission again in 2nd year. Or does it mean you want to migrate from one course to another? Kindly specify?

Yes, with your good academic track record, the Bank manager will be convinced to extend the loan. In any case, it depends upon a particular manager, your financial background, the guaranteeing property etc which decides these matters. Go to your bank and request them. MCA will give you much better job prospective, hence, repayment of loan will be that much easier.

Yes you will get it. Government jobs don't discriminate in the mode of education but whether degree has been received from recognized university or not. BITS is recognized.

B.E. Petroleum engineering is good but being specialized, has very narrow opening in job sector and there are very few employers in India. I would suggest, go for Mechanical engineering. Later you can do M.Tech. in petroleum engg. This way you will have wide job opening and your interest in petroleum will also be fulfilled.
