I think both are the better to study, but Sastra University is better than St. Joseph College. Sastra University has better placements, education and rankings.
So, if you don't get Sastra University, then opt for St .Joseph College, Chennai.

Now come to the current affairs section. Do read some newspaper, read the important exam oriented issues. This will definitely help you to score a good mark in UPSC.

Chances are less, because cut offs in a government colleges are pretty high (eg. 92% or above). But still you can fill the form and wait for counselling. You may get selected.

Yes, you can get some NITs, but not the top NITs like Trichy, Warangal etc. You can get the NITs like Srinagar, Meghalaya, Sikkim, Agartala, Manipur, etc. They are not that good, but if you don't get a good college then you can study in these NITs.
You can have a brand name of NITs.

BBA aviation is better in terms of job opportunities. Better you study in BA. The aviation industry will hire you for a better package. You should be more skilled in terms of communication and updated knowledge while doing your BA. BA in aviation is rare and colleges are less. Getting a job outside the campus is a difficult task.
