The answer is no. Actually, for doing a Ph.D. you need to complete your Post graduation first. That means after completing B.Voc you need to enroll in master degree programme, let's say M.Des M.B.A M.A. M.Com or etc. After completion of your 2 year post graduation program, now you are eligible to enroll in a Ph.D. programme.

Lovely Professional University is best for computer science engineering (CSE), electronics and communication engineering (ECE) and mechanical engineering as per my knowledge.
Your rank is good to get admission. I am not sure about, which branch you can get because it depends on the number of seats and the number of applicants. And, those who are above you in terms of ranks, they might opt for many courses.
