hi rubina,welcome to https://shiksha.com and let me explain you many of the colleges accept the secondary exams board as an eligibility to give an admission but now many of the colleges are giving equivalent its sounds good and if your brother complets his sixth form no problem its equal to the 10+2 level and noramlly he can get an admission in some universities which are offering international studies , i hope u understood and he has to write the entrance exams for getting admission and some normal process.

You need to apply and get a job offer from a good employer with good turnover and balance sheet to apply for a work visa to New Zealand.
If that seems tough, the other option is to come for a short term course and then get the work visa by default and then work in New Zealand.

And yes of course, you will be taught right from A to Z in Persian Language.
