The minimum eligibility criteria for BEd is Graduation. You can do and i think not any university should restrict you to do it. EILM is UGC-DEC approved so definitely you can do MA.

according to me and the scnario, EEE is better than CSE. you can fight for the seat for Job where Cse is eligible but vice versa not. EEE is core branch of engg, you seat for IES also. In IT industry up n downs is continuous.
