1. After X or during XI or XII standards that they want to become IAS or IPS officers to serve the nation and her people.
2. Those who decide during or just after finishing their university education that they wish to be civil servants.
3. Those who decide rather late in life about their IAS calling and pursue it while on a job or after working for a few years in the corporate sector. There is no definite or appropriate time to being the IAS preparation process. Instead of appropriate time, what really matters is your dedication and commitment to the civil services exam preparation process.

Deemed university is a status of autonomy granted to high performing institutes and departments of various universities in India. It is granted (UGC)University grands Commission of India. However, many deemed universities to award degree under their own name of some deemed university:
1) College of engineering Pune (COEP)
2) Veermata Jijabai Technical Institute (VJTI) etc. And there are many advantages in those institutions but if you are destined and dedicated towards your passion or work then this universities are just a name not more than that Actually we don't need to be an IITian to be successful. Just our work matters so hard work, work hard and hard work will pay off
Advantages- they arranged their own syllabus and exams While papers are checked by the institution itself. And if your paper was back this time you can give it in just the next week and clear your exams with flying colors. But there are also disadvantages like-
1) Deemed college is always strict
2) No claim for the decisions taken by the authority
3) Fees structure is always high.
