Hi, to guide you I would say that Haryana Civil Service Examination (HCS) is conducted by the Haryana Public Service Commission for the right candidates in the different posts of Haryana Public Administrative Services. A large number of candidates are taking part of this test, since it offer a career path in the highest public service filed of the state.
The HCS examination consists of two stages,
-Written Examination,
-Viva.
The basic eligibility is Graduation in any subject from the recognized university. There will be no specification in the minimum mark requirements.
The candidates should be between the age limit of 21-35. The special category is eligible for the needed consideration as per the Government rules.

In order to work as pharmacist in US, you must complete the Foreign Pharmacy Graduate Examination Certification (FPGEC). FPGEC provides a means of documenting the educational equivalency of a student's foreign pharmacy education.
In order to be a licensed pharmacist in US, you must meet the requirements of the state or jurisdiction in which you are seeking license to practice.
The North American Pharmacist Licensure Examination (NAPLEX) is required in all U.S. states except California, which administers its own examination.
Most states in US require a drug law examination Multistate Pharmacy Jurisprudence Examination (MPJE) as a condition for license to practice.
All state boards of pharmacy require candidates to complete an internship or externship before licence.
Finally NABP provides the FPGEC Certification program as a means of documenting the educational equivalency of a candidate's foreign pharmacy education, as well as the license and/or registration.

Dear Saurav, for admissions in engineering college, you have to appear in the Pre-Engineering Test of the state you reside. For admissions in National Institutes of Technology(NIT) you will have to give All India Engineering Entrance Exams(AIEEE) and for IITs, you will have to give Joint IIT Entrance Exam (JIITEE). Now there are 32 NITs and 16 IITs plus at an average 200 colleges per state. You can appear for all the entrance exams starting from March to June, every year, but the exam patterns of each exam greatly vary. For current year, all admissions are over and for admission in 2012, start filling up forms. Usually, after admissions through these qualifying exams, many seats in private engineering colleges remain vacant thus afterwards seats are filled up based on 12th results. Minimum qualifying for this is 45% in PCM.

A good GRE and TOEFL score alone are not the only eligibility criteria to get scholarships, to avail scholarships a student need to have very good profile which includes academic record, GRE,TOEFL score and the relevant knowledge about the particular topic in which you wish to pursue Phd.
Besides this every university has its own specific criteria to grant scholarships to international students.
Ph.D. course work essentially includes research and documentation work. This requires large amounts of money. In addition to this, you have to consider living expenses for the entire duration of the course. The annual expenses of most Ph.D. students are about $28,000-$40,000 per year, the expenses might be more or less depending on the university and location.
