I appreciate you for your desire to go for graduation in engineering in spite of doing your Diploma almost 15 years ago. But I am afraid the present situation in India or Indian Institutions is not favourable for students like you. There is an age bar beyond which you cannot even apply for many courses in India. However all is not lost. There are still enough ways by which you can learn and obtain the degree or its equivalent. What's the best possible way for you will be to go for associate membership of Institution of Engineers which is equivalent to the engineering degree or else you can think of obtaining the degree via distance education from University which has been approved by the UGC.
