for IAS you should be graduate , minimun 21 and indian , there are three section pre, mains and interview for pre u have to prepare for one optional and one genrel and for mains u will have to prepare for two optional ans one general . you will have to do a lots of hard work for that . have light and healthy food to get rid of tension because in this exam u will have to fully dedicated for furthur details you can follow http://www.richajain378.blogspot.com

In which field you want to do MS , you have not mentioned any course name here however let me tell you inorder to take admission you need a good bachelors degree along with GRE score (if required) also TOEFL score is require if program taught in English language .

To get into IRS (Indian Revenue Services) you need to clear Civil Service Examination conducted through UPSC. However, the upper age limit to appear for this Examination is 30 years which I think you have completed so, I would suggest that before starting your preparation check for the eligibility.
