Although Engineering graduates who have inclination towards accounting can definitely go for it as they have a strong hold on their Mathematical & Logical skills but cost accounting and Engineering are two different fields so, CWA really doesn't have any co-relation with Engineering and would not effect you career growth positively or negatively.
I would suggest here that you should choose one profession keeping in mind your own interests and career aspirations, if you feel passionate about CWA go ahead, otherwise stick to your own field as telecom industry is quite booming.

If you want to do a SAS training program I would advise that you should opt for an authorized training institute as this program is a highly priced program and it would be a waste of time and money by doing it from any unauthorized institute. However, there are very few authorized SAS institutes in India.
