yes saba you can prepare for IAS as the minimum eligibility for IAS is just to be a graduate with passing class. I advise you to apply for IAS immediately. The last date for applying is 21st March 2011. visit www.upsc.gov.in for complete details.

If you are looking for a duplicate transcript of your degree/diploma from ICA you need to contact the institute directly as there is no other way you can get transcript.
