I can find only one college in Delhi-NCR, i.e. Institute of Home Economics, Hauz Khas, Delhi where you can do B.Sc. (Hons) in Food Technology. However, I would suggest you do your graduation from any other college in Delhi-NCR. Hi Aadil,
There is no official confirmation by either CIC or any of the banks which are authorized to issue GIC like Scotia, ICICI & CIBC. So, it should be a rumour and a hoax. Contact some colleges directly. Till now, since there is no official confirmation you need not worry much.

It totally depends on the colleges, that what kind of pattern they follow. Some of the colleges follow the semester system and some yearly. But most of the colleges conduct 2 semester in a year. So, before taking admission in any of the college ask about the semester system. I hope it's clear to you.
All the best for your career!
