If you want to do be a chef and you are clear about your aim then go for culinary colleges. If you have a slight doubt regarding the same, I will suggest you to opt IHM and pursue the cooking/bakery courses with it.

It is very nice to hear from you that after working for some years you are now interested in pursuing your M.Tech in industrial engineering. In older times, many people have taken the distance education route for their graduation and for post-graduation in engineering but recently University Grants Commission has declared that no professional course can be offered by any of the universities via distance learning mode. After Diploma, you can go with degree level courses or PG Diploma programs. B.Tech degree can be obtained with specialisation in Automobile Engineering or Automobile design Engineering. Admission to the course can be done through lateral entry and thereby you can save one year. Post Graduate Diploma in Automobile Engineering is also suitable for you. Or else, you can try for a job with railways, defense, government departments, etc.
