Though technically speaking it is feasible but practically it becomes extremely difficult to migrate to other university unless there is a convincing reason for wanting to do it and unless the two universities involved agree to the change. Factors such as availability of seats, a bit change in syllabus, fee structure, exam dates etc generally clash with each other to delay or prevent such transfers. If you want to proceed then first convince the other university where you are wanting to go.
