No it is not fake institute. As i surf on internet and Ministry of HRD contact. Bivha international school is 100% affiliated with IGNOU as community college, LPU (As distance education center), IGCSE (For International Curricula).Few colleges may increase your time of course. Depending upon their batch and other circumstances.
It may happen that, they are asking for you extra duration to give you better education. And placements. Now a due to competition between colleges, few colleges has added extra duration to build your skill. I am not sure, but they are adding extra duration for extra curriculum.
This is why? I will suggest you to contact directly to college.

*** Yes, there are options available to pursue M.Tech without GATE. But, as a friend I would suggest you to opt for M.Tech after clearing GATE exam as it opens more doors of esteemed universities such as IITs, NITs, IIITs, etc.
