Yes, because it's in their policy as they take CBSE, ICSE and other boards students only. I know it's a bit discriminatory but let's hope they change the policy in coming years.

I will suggest you to search University on the Basis University, faculty, placements, international exposure, curriculum, alumni of that university. I think you should not think about the packages first. Just go with your interest and with your skills you will get very good packages. Yes, this year's cut-off will be almost similar to the last year's cut-off. So you may get a good IIT in the spot round but you will get one for sure. Spot round may do the trick. So, wait till the spot round. A friend of mine got around 138 marks and he is currently in IIT-DHANBAD (mining machinery branch).
