If you have done you high school from commerce background, it is always advisable to opt for a Bachelor's degree in commerce like B.Com or BBA. Still, if you are interested in software engineering you may go for it. There is no such restriction.
But, my sincere suggestion is to go for B.Com or BBA.

CA is always better option, but it would be more beneficial if you go for a CA course along with the private or regular Bachelor's degree. It will add more value to your learnings. Also, you need not study the two separately, focusing on CA will oy serve the purpose for both.
