To get admission in engineering after doing diploma engineering you will have to appear in LEET entrance exam conducted by each state university every year.

Firstly, in West Bengal we have Council for Higher Secondary not a board.
And don't know whether you can get admission or not but you can obviously apply. And as long as I know you had maths and English in HS. So you are eligible to apply.
I would suggest you to apply both in the SXCKOL and St. Xavier's University, Kolkata. It would increase your chance to get the chance for getting admission.

Top universities will usually require 55%, if not you are lucky. In this case you must work extra hard on the entrances and score a very good rank.
