According to your rank, you cannot get government college. You can take admission in good private colleges otherwise you appear for JEE Mains next year.

If you have pursued an AICTE approved three-year full-time Diploma after Class X which is offered by Board of Technical Education of any state in India or Union Territories as mentioned on http://www.aicte-india.org/statisticbote.php
Then you are eligible to apply for NID. Still, I would suggest you to contact the college itself for a detailed information.

Admission will be according to Sequence number that has been provided with GMR. Rank 279 is very high. Though WBJEE and NEET counselling will take place before PUBDET counselling. So, there might be a chance, if candidates with better ranking wouldn't appear for the PUBDET counselling which is going to be held in Mid-July. If you don't have any reservation, I am sorry to say but there is no chance of getting into Geology, Presidency University this year.
