Scholarships are awarded on various criteria. The norms vary for different universities and programs.
Generally they are as followed:-
Merit scholarships: On the basis of overall academic achievement.
Need-Based Scholarships: Designed to fund the less-fortunate students in their academic pursuits.
Athletic Scholarships: Given to star athletes by some universities to recruit them for the athletic teams.

There are certain govt. engg. colleges like IIT Roorkee,IIT Mumbai, Motilal Nehru National Inst. of Technology MNNIT Allahabad,Govt College of Technology Coimbatore, Institute of Engineering & Technology Lucknow which are very reputed colleges. But as ur rank is not at par getting admission in theses colleges/institutes there are very less chances of getting admission. On the basis of ur marks in the 12th exam u are elegible for getting scholarship in certain top private colleges. Regularly keep visiting the official website and check the counseling schedule.
