Hello Amit,
The minimum eligibility marks to get admission into IITs, NITs, IIITs and GFTIs is 75% for General and 65% for SC, ST and PWD candidates.
So, only if you belong to SC/ST, then you are eligible to get admission into IITs. Or else, you may give the improvement exam and then try to have a good score in board exams.

Yes, you can fill the form of UPSEE as this exam is conducting in paper 1 to paper 10 for different course so almost all type of students fill the form according to her course and paper.

Basically class 12th marks is only valued for admission in college if you are eligible for getting admission in good college then little effort you have to make that is you have to score good in semester exam and if you are able of scoring good in semester exam then there is less problem in future by NIOS.
