Although there are just a few options in India from where you can pursue doctoral program in the mentioned fields but then there may be better opportunities available outside India (full time courses), and mentioning about the same would be quite difficult with out knowing the country of your interest.

Well its true that the arrears will affect your career adversely and with a huge gap in between may add more difficulty as by now there would have been changes in the syllabus and pattern.
Although the most obvious solution to this problem is to immediately contact the Institute/ University and try to apply for the papers in which you have got arrears, yet it will depend on the particular institution.
As for the material is concerned, that you may get from any local bookshop or you may refer to your curriculum directly.
