Direct MS admission in Canadian Universities are difficult to obtain due to limited seats and options. You should try some PGD in Health realted courses. Once successfully completing same, might try to get job and PR and than admission into Master degree or even directly admission into Master degree. You might have more chances for same.

Well you can write the IAS exam provided you qualify the eligibility criteria i.e. you need to be a graduate and within the age group of 21- 30 years.
To prepare well for the IAS, self study is very important and other than this you can solve previous years exams and take coaching from the various reputed institutes like Rau's IAS or the Chankya.

Hello there,
In your latest query you had stated that you have done your GNIIT right, I think that is basically related to software skills, As for CCNA its related to hardware and networking therefore you need to first get into an institute which teaches you the basics in hardware and networking such as jetking or wipro eperipherals training center which offer courses in hardware and networking also they provide CCNA guidance.
