Hi Urvi,
.Net is an software framework which can be installed on the systems running on Windows Operating Systems only. It is seen as both a business strategy from Microsoft and also as a collection of programming support for what are known as Web services,by which one can use the Web rather than your own computer for various services.
There are many institutes in India which are offering training on .Net like Aptech, NIIT etc and to knwo more about these institutes you may refer to the following link:

Dear Prasad
Good to know that you want to go for P.HD. But why you want to do P.Hd.? If you want to make your career in academics like if want to associate yourself with some college or university then its ok otherwise you should not go for P. Hd b'coz that will not give you any major advantage in professional world rather you might be rejected b'coz of over qualify. You can look for SAP or Six Sigma type courses which will give more added advantage. And if still you want to go for P.Hd then Delhi university is the best option.
Regards
Sushil Gupta
