It takes approximately 4-6 weeks for a university to process an application. Hence, the university takes 4-6 weeks to let a student know about his decision. If you haven't heard from the university for more than 4-6 weeks, i would recommend mailing them directly and inquiring from them as to when you would hear about your admisison decision.

Yes if your degree is UGC or AICTE approved then you are eligible from MS in Germany however as per the program university will ask the GRE, TOEFL score.
