To get a position of clerk either in any private or public sector, you have to appear for an entrance exam. Every private bank conduct their own exam and for public sector banks, you have to give the common exam, which is conducted by IBPS.

Colleges in every state have a quota for domicile as well as non-domicile students. You can seek admission in the non-domicile quota by appearing for the respective state entrance examination followed by appearing for the counselling (college and branch allotment) process.
