As you're interested only in government colleges for pursuing B.Tech, you should appear for IIT-JEE and AIEEE entrance examination. Whilst IIT-JEE grants admission into the various IITs all over India, AIEEE grants you admission into the various NITs, IIITs and other government colleges in India.

It mostly depends on your stream. For medical, non-medical and commerce the minimum requirement is of above 60% and for arts it is nearly 70%. But, I suggest you to score as much as you can.
I myself got refused due to my percentage.
One more thing, it is must for you to secure above 50% in your 3 main subjects for the same.
