It is not compulsory but some universities might ask for it as the medium of instruction in most of the universities is English. You may have to provide IELTS or a TOEFL score. So its better to appear for one.

No, I don't think that there is any course for Masters in fashin technology for B.Tech - ECE cadnidates. Howerver, if interested you may procceed to do MBA with specialization in Fashion Technology.

I think by YCMOU you mean Yashwantrao Chavan Maharashtra Open University. I suggest you go for B.Ed. to make you eligible for education line job. It would also be beneficial if you try and clear the UGC NET or Maharashtra's SET exam.
