There are 2 ways.
1) Score above 80-85% in your Btech, above 1400 in the GRE and 100+ in the TOEFL and apply for a scholarship. With these credentials, you will surely get 100% scholarship or atleast 50-60% for sure.
2) Take a loan.

I Would request you to check with the institutes in which you are interested as most of the institutes that give admission to foreign students have a separate procedure that differs from institute to institute.

Definitely there is a scope. But it depends on your performance at the university as well as depends on the brand name of the university. If the university's name is known in India, and you perform well at the university, then getting a good package in India should not be a problem for you at all.
