As far as my knowledge goes, there are no credit transfers for the pharmacy studies in Canada. I would suggest you to complete your undergraduate studies and then apply for the Masters studies in Canada.

The eligibility criteria to apply for IGNOU B.Ed admission is mentioned below:
At least 50% percent marks either in the Bachelors degree and/or in the Masters degree in Sciences/Social Sciences/Commerce/Humanity. Bachelors in engineering or technology with specialization in science and mathematics with 55% marks or any other qualification equivalent thereto,
And
Trained in-service teachers in elementary education.
OR
Candidates who have completed a NCTE recognized teacher education programme in direct mode.
You can do B.Ed after completing MA also. It depends on your choice.

For B.Ed, a candidate must have passed MA/M.Sc. Or B.A. (Hons)/ B.Sc. (Hons) with minimum aggregate of 50% marks.

A course is said to be completed only and only when all the subjects are cleared. You are saying that you have arrears of 15 subjects. This means you have not completed your engineering perhaps you have completed 4 years in engineering college but that is a different story. The only solution that you have presently is to approach your college once again, I am request them to allow you to appear for the examination and clear your subjects one by one. There is no B.Sc in chemical engineering in India. There are B.Tech and BE courses. B.Tech is more inclined towards research and be is more industrial focused.

1. You have lot of opportunities in process industries with less competition. Like mechanical, electrical etc. Here more no of students are not pursuing chemical engineering. Therefore, it is easy to get a job as we have lot of vacancies.
2. Chemical engineering will be more interesting and they have wide scope unlike other engineering branch. As you know, chemical engineering is divided into polymer engineering, cement engineering, petrochemical engineering, metallurgy engineering, etc.
