All the specializations which you have asked are very good. Every specialization is having good demand in the market, based their profile it varies.
Finance is one of the great field, present number of companies are recruiting finance candidates with good package.
Marketing is one of the key branch in the company without marketing no company is there.
The need of HR candidates is growing day to day because number of employees are changing their organisations so companies have to hire new employee in the place of them.
So you can go for any as per your interest area but purse your MBA from a reputed bschool only. I can suggest you some good MBA colleges which have good infrastructure, exposure, faculty support and placement cells.

I don't know whether it's the best place or not but Canada is the most cost effective country for students who wish to study abroad. Also, while studying in Canada you would be able to recover your fees by working there, so you will get back what you would invest. Secondly, Canada is the only country where you can attain PR in minimum of 3 yrs after you land there .So, if you are planning to settle abroad, Canada is the best place for you. Thirdly, Canada is the only country where you do not have to show hefty amount of money in your bank account. Infact, they just ask you to open GIC account with $10000 CAD in Scottish Bank in order to meet your living expenses but that too you would be able to save if you work part time there. Last but not the least, after your master degree completion you would be able to earn at least 25-30$ per hour. So, there is a bright future for you in Canada, rest depends on you.

Scope is a very vague word.
If you want to know what are your opportunities after studying EEE, that would be a better question. I would say it depends on so many other factors that this question can't be answered well. The college where you study is of utmost importance. Your willingness to pursue higher studies (MS, M.Tech) will decide what you can do in the field.
If you are thinking job scenario wise, any engineering degree from a good college is good enough to get a job (Might not be in EEE) . EEE jobs are lesser anywhere and you will need to be in the top to get them. Higher studies increases chances that you can pursue the field as many jobs in EEE need specialization.
