Definitely you can study your desired course in Australia. For that you need to take up IELTS and score at least 6.5 overall with no band less than 6.
Do some research about the universities you are interested in and apply for the universities within the deadline. Majority of the Australian universities have 2 intakes i.e February and July.

Hello,
Applications for Spring 2018 will be available from March 2017. Australia and NZ have intakes mainly in Feb and July. So the applications will be available from February 2017 itself. Whereas, for US universities you can apply in April 2017 for Spring 2018 intake.

Both ECE and CSE are likely vast disciplines with several sub-disciplines. For CSE, check theACM computing classification system 2012which lists several areas within CSE. Find a similar thing for ECE, compare the two and see if anything interests you.

Both, M.Sc. and ME have research based and course based program. ME will contain more hardware papers whereas M.Sc. will concentrate more on SW. After M.Sc., you can go for PhD. Length of both the courses is 2 yrs.
