Hi Joy,
I would like to have following options for you.
If you have good knowledge about any Database, you can plan as SQL-DBA or Oracle DBA.
On top of this you can plan for UNIX/AIX Administration but you should have good knowledge about any Operating System. AIX is the OS launched by IBM and has very bright future going ahead. If you join course in AIX at earliest, will be good.
I have suggested these domains as these are very niche domains with great opportunities. After 11 yrs exp, programming may not be good option for you.

Its difficult to get admission without GRE as for Indian students its mandatory however IELTS is mostly required when the course is taught in english language.
Germany is one of the favourite countries to study automobile engineering , Kindly check into these universities :- Rwth aachen - germany ,Esslingen - germany, Hamburg - germany, offenburg university - germany, kolen university - germany, Hingolstadth - germany

The best possible course for your would be a masters in instrumentation engineering as you have earned an undergrad degree in the same field. If you want to opt for another field, you can apply for mechanical, aeronautical engineering or industrial engineering. It totally depends on what you want to pursue and what you want to become in life. Have you asked yourself what subject your interested in? Are you good with machines? If you are, you can opt for mechanical. If you feel you would be good with aircrafts, you can opt for aeronautical. There are various choices that you can opt for. It totally depends on what you want to do.
