It depends upon the university however if you able to clear your education with good grades then you may get the admission also if you perform well in the test like GRE, TOEFL / IELTS etc then chances are high to get admission .Also let me know in which program you are interested in so that i can help you with the exact details.

If you are talking about the consulate, TOEFL is also accepted as a test of English Proficiency. However, it is always recommended to take the IELTS as that is the preferred medium of the English test. You should target a minimum band score of 6.5 in the IELTS and a minimum score of 90 if taking the TOEFL IBT.
