Currently, NEET doesnot have examination centres outside India. It conducts examination within the territorial boundaries of India. So, you have to come to India and appear exam from India only.

Yes, an M.Sc chemistry student can apply for NET exam if he/she follows the guidelines of exam. Candidates can apply for the CSIR NET Exam in the subject which is related to their post-graduation subject. As your subject is Chemistry then you can apply CSIR NET Chemical Sciences. Candidates should have minimum 55% aggregate marks in Masters if they are from General/ OBC Category or if they belong to SC/ST/PwD categories they should have scored minimum 50% aggregate. According to my knowledge, as you will clear your backlogs, your percentile will automatically increase. Furthermore if you wish to choose CS branch for your Masters you should have 75% in your B.Tech/B.E and a score of 315 or more in GRE if you want a renowned college. Still, you can aim for a good score in TOEFL so as to cover up the rest.
