Hi,
In order to prepare for IAS the minimum requirement is graduation from a recognized university and the age group is 21-30yrs. In IAS their are two stages that you need to clear- CSAT and main exam.
For your preparation i would suggest you that when you are in the final year of your graduation join a good coaching center so that you have the relevant study material to start your preparation.

Civil Service exams are not that easy to crack and to crack the exam you really have to prioritize your time. For self study you can start with reading newspapers and books related to current affairs and Gk, if you want you can refer to Manorama Year book which is one good book for GK and current affairs.

The eligibility for the for Cyber Law/Security would vary from institute to institute as every institute may have a different selection procedure depending on the course that one wishes to pursue.
As for scope is concerned, aspirants with good caliber in the field of Cyber law have a lot of job profiles available in the Public sector as well as Private sector. Some of the common job profiles in the field of Cyber law include the following.
