Hostel seats inside the campus are limited in number. As there would be other course students too joining the hostel, seats get filled very soon. You can deposit fee and avail hostel facility whenever you would like to. But its better you do it before March, where the second session of admitted students would also be booking their hostel and there will be none left once their admissions too get over. As you delay, there might not be seats available for the type of sharing you would like to choose (double, triple sharing).

Hi, the admisssions for 16-18 has not opened up yet. DTE will give out a notification by mid feb or so. But the cut offs through CAT are above 99 percentile.

It is going to be a tad bit difficult. At least 8 CGPA is considered good enough by the top universities. Paper publication is not mandatory, but good grades are. I will suggest you check DAAD India website for university information. I will advise you to even write to some universities and encourage you to even apply to some.
