It's a good idea. BBA is a good career choice. But, if you have taken accounts and are interested in it, then I feel BA in accounts / finance will also be a good choice.

All colleges in Maharashtra have to give admissions based on MHTCET. However if seats are vacant then some private colleges consider marks in JEE Mains for admission. You may get chance via this route.

Every university in Germany accepts 15-year education or three-year degree from India. It's only the US and Canadian universities which do not accept 15-year education, some does. So you need not worry. Check program and eligibility on DAAD website. Here is the linkL:
