Although, you can do your LLB through Utkal University which is a state government approved University, but to practice law you need to clear All India Bar Examination which is there to test an advocates ability to practice the profession of law in India.

I don't think that they accept a 3 year degree but there might just be a chance. Why don't you mail to the admissions department of the university and clarify the same from well. If they give you a confirmation, you can go ahead and apply, else you would be required to pursue a 1 year PG diploma.
