First of all, clear a few things- WBUT is not a board, it is a university, its full name is West Bengal University of Technology. Colleges cannot function or award degrees to its students without the affiliation of any University. That's why most of the engineering colleges of West Bengal are affiliated to WBUT.

Scholarships in MIT are need-based that is offered basis your financial background. Quite obviously you will be considered for a scholarship once you have been shortlisted and you will need an extraordinary profile to be considered. IIT JEE Advanced is not even required.
