All Government and private engineering colleges admit diploma holders with 12th PCM, directly in 2nd year of B.E./B.Tech. Govt colleges fees are low compared to private but there admission is on merit based. In private, lower the fees, lesser will be the degree value and lower is the placement. 100% placement does not mean all will get the job. It means with repeated attempts, eligible candidates will be placed with companies. Eligible means minimum 60% in 10th, 12th and B.E.
For admission, check the website of your state technical university.

You could certainly do BA Journalism & Mass Communication. But choose a good university with fine colleges under its belt. In my view, Manipal & Nitte University are offering B.A. Programs. The record of Nitte colleges individually,the communication faculty and its programs have a fresh approach, and received high praise from in the national press, while Manipal is well established with lot of expensive infrastructure and equipment. Apart from these are Amity and SIMC. Choose your way to a good place. The best are ACJ and Jamia but that's for PG.
