Nice to know your interest in the stream of animation, now as per your query its is definitely not possible for you get 100% scholarship, but that doesn't mean that the students who can't afford the fee can't do the course ,See its very simple if your are really passionate about the course then you can always take up the course and simultaneously you can go for part time jobs and slowly slowly whatever software you complete you can take the free lancing work form the market, this is gonna help you in 2 ways ;)

Every university has its own course specific eligibility criteria for admission, in order to know the exact eligibility criteria it would be always advisable to browse through the university's website you wish to apply.
Overall, in order to pursue masters degree from universities in Europe, you need to have:
Good academic record, preferably 60%-70% plus in graduation.
