For exceptional students few International Universities and colleges offer scholarships programs. Even after August there are usually fee waivers offered by lot of institutes. One could get advantage of that. But joining any academy for Free is not possible.
Those who can't afford to learn from big institutes may look for individual mentors and learn as a tution on a low cost. Those who are unable to pay fee could even use internet. It allows to master the skills with tutorials etc.
