As you are highly experienced in Sales, my personal advice is continue with sales profession.But sales / marketing jobs have its won advantages and this advantages. High Salary Package and Incentives are the main attraction.At the same time, its a profession of high pressure.

It is a good university and studies is also very good. For placements, you may get opportunity there however, on posting your resume to various job placement sites, you may get good jobs as you will have good knowledge of the subjects.

I would suggest you to go for dtu/nsit as they are premier institutes located in the heart of delhi with ample opportunities. the placements are pretty good and if u want to prepare for cat/ias than delhi providesyou with an edge over other states .

There is huge difference between both. In BA. Programme, you will get 4 arts subject like Hindi, English, Economic etc. in each semester. But, in political science (Hons.), you will get all subjects related to politics. These subjects can be Indian politics, foreign politics etc.

You should not get too fascinated with ethical hacker as they show in movies. Hackers mean "thieves".
