In my opinion, you should complete your B. Tech. IAS is very hard to reach. So, in case, if you can't get IAS, then your B. Tech degree will help you. Be practical. Best of luck for future !

Germany is very much known for its technological advancements, especially Automobile and mechanical. Few good universities that you can look for are :
Hochschule Albstadt-Sigmaringen,
RWTH Aachen University,
Esslingen University of Applied Sciences,
University of Applied Sciences Ingolstadt /
University of Applied Sciences Landshut,
etc.
Most of the universities have English as the medium of teaching. For admission you might have to give GRE and IELTS / TOEFL. Also education in Germany is government funded, there is a possibility that you might have to pay a minimal fee ranging from euro 140-500.

If you wish to become a lawyer and be able to practice in the court of Law, you will have to complete the 3 year LLB program for which the eligibility is a graduation in any stream. Please note, graduation in any stream is required to do MBA across the globe. So, yes you can pursue it. Your jobs after it will be based on your graduation. Also, if you have the skills, you can go into any other respective industry of your choice.

Always remember, you should pursue a stream/course based on two things :
-your career goal
-the type of job you want to do
To decide on the course, you should analyse your strengths, career goals, interests, personality, aptitude and ability. If you decide based on these parameters you will put in your best effort and will be successful in your chosen field.
