In my opinion, you should complete your B. Tech. IAS is very hard to reach. So, in case, if you can't get IAS, then your B. Tech degree will help you. Be practical. Best of luck for future !

Hi Akshay,
Germany is very much known for its technological advancements, especially Automobile and mechanical. Few good universities that you can look for are :
Hochschule Albstadt-Sigmaringen,
RWTH Aachen University,
Esslingen University of Applied Sciences,
University of Applied Sciences Ingolstadt /
University of Applied Sciences Landshut,
etc.
Most of the universities have English as the medium of teaching. For admission you might have to give GRE and IELTS / TOEFL. Also education in Germany is government funded, there is a possibility that you might have to pay a minimal fee ranging from euro 140-500.
