I may not agree completely with Mahesh16675 about B.Com is all about wasting time but instead this will definitely provide you a base to upgrade or transit your career. As for the Graphic designing is concerned, there is a lot of scope in this field if you are a creative person then sky would be a limit to attain success.
There rarely are any institutes offering degree in graphic designing however, you can definitely look for diploma/ certificate courses and develop your skill set at par to the quality required.

I think you have put up the same question twice. Again it is adviced to you that you need to clear your 2nd year Economics paper at earliest and form DU itself. You need to contact the College authorities / Registrar and find out the earliest exam date of this paper. Unless you clear all your papers you cannot be a graduate.
