It's a UG degree, students pursue associate degree courses after 12th or so. So you decide accordingly. It can be taken as a stepping stone towards a business administration degree.

For general studies, all four papers & essay you can take coaching in Rau's IAS study circle. For English, you may follow some basic books and solve previous 5 years question papers.

Of course, a student with biology as one the main electives in HSC can get admission in DU. There are many courses which specialize in biology and biology majors.

For mechanical engineering you can consider Germany, Singapore, Hong Kong, UK, Australia, Canada, Ireland, Netherlands, etc. Europe, Canada and Australia have good work permit options so check in these countries. Rest of it matters wholly on how you perform academically.

Robbins (Volume 1 and 2) is the standard book. Along with it you must have Ramdas Naik's preparation manual which is written mainly from Robbins with exam as point of view.
